| 摘 要： | 农村灰色势力的生长与发展影响农村的稳定和发展．而农村灰色势力的生长和发展与基层政府的管理有着密切的联系，改革开放后国家公共权力逐渐从乡村撤出，农村灰色势力得以生长和发展。因此，乡镇政府应通过加强基层政权建设，构建服务型政府，完善村民自治制度等措施来治理农村灰色势力。
