| 摘 要： | 高等职业教育作为高等教育发展中的一个类型，其职业性、实践性、开放性决定其管理体制必须具备地域性、自主性和开放性三个基本特点。我国高等职业教育管理体制还存在一些难以适应高职教育快速发展的问题．主要表现在培养层次、经费投入、招生政策、管理部门条块分割等方面。只有进一步深化管理体制改革，转变职能简政放权，统筹协调简化程序，构建现代职教体系，拓宽经费投入渠道，改革现行招生制度．建立产学结合机制，提高技能人才地位，才能实现高等职业教育从跨越式发展向科学发展的转变。

| Abstract: | Higher vocational education as a type of hi gher education should be professional, practical and open. This intrinsic feature determines that its administrative system must be regional, independent and open. But Chinese administrative system of higher vocational education still has some problems in adapting to the rapid development of higher vocational education. These problems are mainly traced in the education level, capital investment, admission policies, departments fragmentation and so on. In order to transform the higher vocational education from great-leap development to scientific development, the only way out is further deepening the reform of administrative system, changing functions, decentralization, co-ordination and simplification of the procedures, as well as building a modern vocational education system, expanding funding channels and reforming the current enrollment system, establishing the production-learning combined mechanism and improving the status of the skilled. |
