| Abstract: | The construction of innovation system for civilian - run education is the inevitable selection for the development of civilian-run education. The innovation of idea is the thinking foundation and the first important condition for the innovation system of, civilian -run education; realizing form innovation is the foundation and the important pivot; the innovation of adminstration system is the key and guidance factor; the innovation of the development mechanism is the key point and implementation link; the innovation of personnel training model is the core and striking element; the policy innovation is the ensurance, meanwhile is the high capacity for education resources without form. |
