| 摘 要： | 贯彻落实＂314＂总体部署和建设统筹城乡综合配套改革试验区等,要求重庆高等教育率先发展。经过建国60年,特别是改革开放30余年来的大发展、大积淀,重庆高等教育已经奠定了率先发展的坚实基础;只要战略明确、路径正确、措施得当,重庆高等教育将能够实现＂率先发展＂的目标,为重庆和国家经济社会发展提供强大的人才支持和智力贡献。实现率先发展需要从创新政策,优化结构,提高质量,增加投入,改革体制,促进科技创新,强化队伍建设,加强国际化、信息化和法制化等方面着力推进。

| Abstract: | Implementation of the ＂314＂ overall deployment and the pilot area construction of urban and rural comprehensive reform requires that Chongqing higher education take the lead in the whole schedule.Over the past 60 post-liberation years,especially in the 30 years since the reform and opening to the outside world,Chongqing higer education has achieved truly historic advances and laid a solid foundation for further development.Adopting distinct strategic goals,correct approaches and appropriate measures,Chongqing higher education will achieve the established goals,and provide strong human resources support and intellectual contribution for the State and Chongqing economic and social development.To this end,such primary approaches are proposed as policy innovation,structural optimization,quality improvement,technological innovation,investment protection,team constuction,internationalization,informationization,and juridification. |
