| 摘 要： | 本文从分析图书馆管理的现状入手 ,着重阐述了“以法治馆”的现实必要性和有效性 ;同时指出“以情治馆”观念的种种弊端 ,提出了“以法治馆”作为图书馆管理的主体 ,同时辅之以“情治”的辨证施治 ,从而使图书馆管理迈上健康有序的、科学的正常轨道
