| 摘 要： | 20世纪90年代以来，受经济变化的影响，日本政府对科学技术政策、高等教育政策进行了一系列的改革，而且这些改革与产学研合作是紧密相连的。随着《科学技术基本计划》和国立大学法人化的实施．日本大学的产学合作呈现出了新的形势：向机构与机构之间的，即以大学为单位的、更加广泛的合作交流发展。包括产学研合作在内的一系列的高等教育改革的倾向是，逐渐偏离大学应该遵守的“学问自由、大学自治”的基本准则，趋向经济效益的追求。从文部科学省分离出来的国立大学因此就可能成为经济界、产业界的附庸，这正是所有倡导学问自由、追求大学自治的人士所担心的重大问题。

| Abstract: | Since 1990s, under the influence of economical change, Japan's government has carried out a series of reforms in the policies of science and technology and higher education, which are closely linked with the cooperation among industry, university and research. Along with the implementation of the "Basic Plan of Science and Technology" and a legal person of state-owned university, a new situation of cooperation between industry and university emerged in Japan's universities. Today this cooperation has developed from the former exchange between single laboratory and the specific enterprise to the broader exchange between institution and university. A series of reforms in higher education gradually deviates from the basic criterion of "knowledge freedom, university autonomy" to the pursuit of economic efficiency. This situation, in fact, weakens the autonomy and independence of universities as public institutions. The state-owned universities, separated from the Ministry of Education, Culture, Sports, Science and Technology, therefore become the dependency of the fields of economy and industry, which is the major issue worried by those who advocate knowledge freedom, university autonomy public figures. |
