| 摘 要： | 本文试从我国当前的高等教育政府管理模式中的问题出发，分析了这些问题对高等教育发展带来的弊端，并提出了运用政府对高等教育治理和建立现代大学制度的这两种新型理论，以建立新型的高等教育政府管理模式。本文旨在对我国在完善市场经济体制进程中政府对高等教育管理的创新起到抛砖引玉的作用。

| Abstract: | This article tries to explain the obetacles in the development of higher education after explaining the problems cauaed by the cur-rent state management model of higher education in China. Also, two new theories, regulation of state management and establishing modern college rules have been put forward ao as to formulate a newly effective flexible state management model. It aims that othen may come up with same valu-able opinions for the state management of higher education in the process of consummating market economy system in China. |
