| 摘 要： | 政府行政伦理要求法规化、制度化已成为一种世界趋势。不仅发达国家，甚至一些发展中国家，在进行道德立法和建立专门的行政人员的道德责任方面都有较完善的法律法规。与此相比，中国却至今未形成一个统一的国家公务员道德法典。因此，加强政府道德责任制度建设，成为当代中国道德建设的当务之急。健全问责制和引咎辞职制以及道德监督机制是政府道德责任制度化的基本措施。

| Abstract: | It has become a world＇ s trend that the administrative moral principles of the government should be regularized and systematized. Strengthening the moral responsibility system should become the key to the moral construction of the government. It is especially when the implementation of the system in accountability and resignation is becoming important system and measure for the government to establish a good image. But the system itself is limited, and we must pay attention to the building of responsibility conviction and fostering responsibility conviction. |
