| 摘 要： | 中国的社会保障制度的建立随着市场经济的发展已经经历了20多年时间，但在全球经济一体化的当代，中国长期坚持了“效率优先，兼顾公平”的理念，造成了的效率优先强化的观念，这种过度的市场性取向已经严重地导致了社会公平和经济效率的失衡，损害了地方政府社会保障制度的公平性，这给正在试行阶段的中国社会保障制度的健康发展带来了巨大的挑战。在效率与公平关系的基础上，运用Rubinstein（1982）的轮流出价博弈模型研究了地方政府社会保障中的效率与公平的问题，同时提出了一定的政策建议。
