| 摘 要： | 现阶段我国图书馆领域的法制实践成果丰硕,但在我国公共图书馆立法中还存在着一些问题:图书馆服务相关法律的不完善乃至缺失;立法条款内容可操作性差;法律强制力不够等。文中提出了公共图书馆立法的对策:重视公共图书馆的作用;成立图书馆立法和执法监督机构;完善相关法律;多途径保障公共图书馆的经费来源;积极推行行业准入制度和人事分配制度;强化信息资源共建共享机制;完善知识产权保护措施。

| Abstract: | The results in present stage of our country library are rich,but there are some problems in legislation of our country public library: related legal of library service is not perfect;legislative provision has poor maneuverability;legal force is not enough.This paper put forward the countermeasures of the public library legislation: attach importance to the function of public library;establish the library legislation and law enforcement supervision mechanism;improve relevant laws;multiple pathways to safeguard public library funding sources;actively promote the industry admittance system and personnel system;strengthen the information resources sharing mechanism;improve intellectual property protection measures. |
