| 摘 要： | 村民自治组织作为人民公社制度解体后的替代组织出现,立即成为现阶段中国农村治理的重要方式。但是村民自治组织在实际运作过程中,乡镇政府的管理是基层党支部的直接领导机制依然在发挥重要作用,甚至在有些方面居于主导地位,从而引起村民委员会组织运作过程中难于避免的权力冲突,建立在农村党支部领导方式和职能转换基础上的“两委合一“是一种较为理想的制度选择。

| Abstract: | Villagers'self- governing organizations, which are substitutes for the people's communes that were disintegrated, constitute the important means for governing rural areas in contemporary China. But in the operation of villagers'self - governing organizations, the administration of village and town government and direct leadership mechanism of party branches at the grass - root's level are still playing an important role, or even a leading role in some aspects, which causes unavoidable power conflicts. The author argues that "one formed by incorporating two committees", which is based on transformation of leading methods and functions of rural Party branches, is a relatively ideal alternative. |
