| 摘 要： | 以德治国属于思想建设范畴,依法治国属于政治建设范畴,二者紧密结合,才能最大限度地发挥其保障社会秩序,调整社会关系的功能。要实现以德治国与依法治国的紧密结合,一是要全面深入认识和领会江泽民同志的“法治”与“德治”相结合的思想,避免认识上的片面性;二是要在建立与发展社会主义法律体系的同时,努力建立社会主义道德体系;三是在法律与道德建设实践中,自觉将以德治国与依法治国联系起来;四是要注重加强和改善党的建设。

| Abstract: | To manage state affairs belongs to the category of ideological construction,whereas to manage state affairs,to that of political construction. Only when the two are closely linked with each other,can its function to guarantee social order and readjust social relations be brought to the full. To realized this,first,we must the more deeply and more comprehensively understand Comrade Jiang Zemin" s thoughts on the combination of "management of state affairs with integrity" and "management with legislation";secondly, we should strive to construct the socialist ethic system while constructing and developing socialist legislation system;thirdly,we must, in the practice of law and moral construction,conscientiously combine the two together;fourthly,we must put stress on the strengthening and improvement of Party spirit and character. |
