| Abstract: | Legal explanation is the natural right of judges and it is inevitable.Judges explaining laws is propitious to the perfection of laws. This is the necessary condition of eventual legal independence and the precondition of rationality of appeal. Laws in our country should grant judges the right of legal explanation. |
