摘    要:农民培训目标是提升农民素质,使农民从劳动力转变成人力资源。正是基于这一点,加强农民培训,是关系到新农村建设与城市化进程顺利进行的基础性、战略性工作。要提高农民培训效益,就需要建立和完善农民培训制度。本课题通过对浙江省部分农民培训项目的调查,指出当前农民培训面临着制度创新的困难,强调要以改革为动力,尊重农民培训的自主选择权,调整农民培训管理体制,强化农民培训质量监控,发挥中等职业学校在农民培训中的积极作用,全面实现农民培训的制度创新。

Abstract:It is the key issue to promote the quality of farmers in the process of urbanization.It is an important strategy to improve the quality of farmers by training.It is the topic of this paper and the paper discusses the innovation of farmers training system in the twenty-first century.There are challenges form training funding allocation,training management,training quality supervision and secondary vocational education integration into the farmers training.
