| 摘 要： | 确立地方新建本科院校“转型发展”方针,是高等教育体系结构调整对多种政策方案遴选的结果。如此选择,从静力学角度分析,是基于高职院校“升格”方案的风险较大,“职教分级制”方案未能回应高校特色发展问题。从动力学角度分析,则涉及议题建构、动员技术等策略性框架,背后更有“知识理性”、“理念”、“权力/利益”等因素影响。政策方案遴选是围绕规则重构的“政治过程”,不能仅从“知识理性”角度简单倡导规划。决策层要为不同方案的平等竞争提供平台,实现不同价值、利益的聚合,提升教育政策的治理能力现代化水平。

| Abstract: | The establishment of the transformation policy of newly-built local universities is the result of the selection of various policy schemes by the structural adjustment of higher education system.From the perspective of statics,the reason of choosing the transformation scheme instead of other policy initiative is that the promotion of higher vocational college has great risk,and“vocational education classification system”fails to respond to the characteristic development of colleges and universities.From the perspective of dynamics,it involves strategic frameworks such as agenda construction,mobilization skill,and is influenced by factors such as knowledge rationality,idea,power and interest.It can be found that the selection of policy scheme is a“political process”centering around the reconstruction of rules,which cannot simply advocate planning from the perspective of knowledge rationality.More importantly,the decision-making level should provide a platform for the equal competition of different policy schemes,realize the convergence of different values and interests,and improve the modernization level of the governance capacity of education policy. |
