| 摘 要： | 将水作为商品来管理,建立水权和水市场,以市场机制为导向,利用经济手段优化配置水资源,调节水的供求关系,不断提高水资源的利用效率和效益,是发展节水型社会的重要内容,是解决我国水资源问题的战略举措."虚拟水贸易"的提出,也许会改变传统的思维方式,即在水之外更容易找到解决水问题的异质途径.

| Abstract: | It is an important strategy in developing a water-economized society and solving water resources problems in our country to manage water as commodity,setting up water rights and water markets,being market-oriented,optimizing water resources allocation by means of economy,adjusting water supply and demand,improving the efficiency and benefit of water resources.The proposal of " dummy water trade" might change traditional way of thinking,that is to find an easy way to solve water problem outside water. |
