| 摘 要： | 区域经济的发展与地方高等教育的发展互相依赖、相互制约,地方政府和地方高校之间的相互依赖关系越来越明显。地方政府与地方高校的关系问题是地方高等教育管理体制改革的核心问题。构建地方政府与地方高校的伙伴关系是适应国家治理体系和治理能力建设的需要,是转变地方政府职能与地方高校深化改革的迫切需要,是提升地方高校服务地方经济社会发展能力和贡献率的需要。论文提出可以通过决策互询构建伙伴关系,通过联合育人奠定伙伴关系,通过科研合作促进伙伴关系,通过文化互助提升伙伴关系,通过转型发展稳固伙伴关系等路径构建地方政府与地方高校的伙伴关系。

| Abstract: | The relationship between the development of regional economy and that of local higher education is interdependent and mutually constrained,and the interdependent relationship between local government and local universities becomes increasingly evident. The relationship between local government and local universities is the core issue of the reform of local higher education management system.Rebuilding the partnership between local government and local universities is to meet the needs of the construction of national governance system and capacity,is an urgent need to transform local government functions and deepen the reform of the local colleges and universities,and is to enhance the service capabilities of local economic and social development. The paper suggests that we can rebuild the partnership by means of mutual consultation,joint education,scientific research cooperation,cultural promotion and transformation development,etc. |
