| 摘 要： | 海防是传统中国面临的全新课题。中国民族的伟大复兴与海洋战略密切相关。然而，现阶段我卧全民海防意识教育中还存在很多的问题，这些问题已经开始严重制约了我国全民海防意识教育的发展和教育的效果。
