| 摘 要： | 从公共行政的发展历史来看,政府的管理模式大致经历了统治型、放任型、管制型、服务型四种发展模式和阶段.对比历史上不同类型的政府模式,我们认为,所谓的服务型政府,就是具备现代服务理念和能力,能够满足社会公共需求,提供充足优质公共产品与公共服务的现代政府.兼顾效率与公平、最终达到共同富裕的原则,最低保障与普遍性原则,非歧视性原则,国家、社会、个人相结合的原则是公共服务的基本原则.而教育特别是基础教育阶段的义务教育,公共卫生特别是覆盖整个社会尤其是农村的医疗保障体系,就业和社会保障体系,公共设施,环境保护,社会治安应该是政府提供公共服务的主要内容.

| Abstract: | Seen from the development history of public administration,the administration mode of government has experienced the following four modes and stages: ruling,letting-alone,controlling and service.After comparing the above government administration modes,we think that service-centred government is the one who has the modern service theory and competence and can meet the requirements of social public and supply enough and quality public products and services.The principle of emphasizing efficiency and equity so as to achieve common richness,minimum warranty and universal principle, non-discriminatory principle,the principle of combining state and society and individual are the basic principles of public service.Education,especially the compulsory education in the basic education stage,public health,especially the medicare system covers the whole nation,employment and social security system,public infrastructure,environmental protection and social order are the main contents of the public service that government should supply. |
