| 摘 要： | 我国高校本科教学工作水平评估,实质是一种"控制"理念,是一种由上而下的质量管理机制.它的巨大优越性是:明确了国家高等教育发展的政策性和导向性,确立了高校本科教学评估内容指标体系,形成了可操作的运行机制;但其最大缺陷是对"自主"的贬抑:学校、教学基层与教师在评估中处于客体,出现了评估过程中专家话语霸权,师生很少把质量建设当成自己的事情及导致师生员工的浮躁情绪.我国本科教学评估的基本方法应该是"控制"与"自主"的平衡.
