教育服务:选择制度安排

摘    要:针对公共服务领域里的两个思想混乱:政府统治性职能和服务性职能混同;公共服务的提供与生产混同。提出教育创新在于两个混同的分离,在于公共服务治理范式的转换。这种转换在一个从政府到市场的连续制度安排列的模型中的含义是制度安排点右移。通过详细考察作为这个制度安排列模型中的一个特例的“教育凭单计划”,认为偏好多样性和不确定性、环境和社群的复杂与多样性使得教育服务的提供一生产制度安排的多样性仍然是必要的。

Abstract:Counting two confused ideas field-confusing the service function with government function as well as confusing the provision with the production of public services,this paper regards that education innovation lies in the distinguishing between two confusion,and lies in the transform form the old pattern to the new pattern in governmence in pubic services.This transform means that the "point" of arrangement of institutions moves right in our model of a continuous arrangement of institution that from government control to market transaction.We explore the school vouchers plan as a special example in our model and think that this arrangement of institution is an effective one,but the diversity of arrangement of institutions in education is absolutely necessary to respond to various environments.
