| 摘 要： | 民族国家兴起以来,各国政府为了增强国力、抵御战争以及可能性的战争,制定了一系列有利于经济发展的新政策,这些政策的实施有力地促进了现代工业的发展,为工业革命的到来奠定了坚实的基础。对比英法两国政府在前工业革命时期所采取的纺织业和农业政策,可以发现政府对于工业革命的影响,而这一视角是我们研究工业革命发生发展的重要路径。

| Abstract: | After the rising of the state nation,in order to make their country powerful and to win the wars and all possible wars,each government made a series of new policies that were helpful to the economic development.These policies especially the textile and agricultural ones greatly improved the development of the modern industry and laid a firm foundation for the following industrial revolution.It is important for us to understand the correct causes of the industrial revolution through contrasting the policies made by British and French government before industrial revolution,and therefore analyzing their different influence on it. |
