| 摘 要： | 当前,作为政府服务对象的公民参与政府绩效评估具有十分重要的意义.但是,公民在参与政府绩效评估的过程中还存在着诸如公民自身参与素质不高、参与的机制不健全、法律法规保障的缺乏、参与成本过高等问题,这些问题严重影响了公民参与的质量.因此,必须通过提高公民的素质、健全公民参与机制、降低公民参与的成本等措施,尽快改善公民参与的现状,不断提高公民参与的质量与水平.

| Abstract: | Currently,the citizens as the government's service object participating in eliminating government's per- formance has very important meanings.But,there are still a lot of problems during the process,such as the quality of the citizen's own is not enugh,the mechanism of participation is imperfect,the laws and regula- tions is shortage,the cost is too high and so on.These problems have been influencing the quality of citizen's participation seriously.Therefore,the current situation must be improved as soon as possible, through improving the citizen's quality,perfecting citizen's participation mechanism,reducing the cost that citizens participated in,etc.,and these measures will improve the quality and level of citizen's participation constantly. |
