摘    要:以人为本是科学发展观的本质要求,也是领导活动中必须坚持的指导思想.一方面对领导干部提出了新的更高的要求,另一方面要求领导干部在领导活动中把人民的利益作为一切工作的出发点和归宿.

Abstract:To place people on the first position is the essential requirement of the outlook of scientific development. It is also the guideline, which must be insisted in leading activities. This article discusses how to implement and apply the principle of people-oriented in leading activities macroscopically and microscopically.
