| 摘 要： | 20世纪是高等教育数量猛增的世纪,21世纪是高等教育质量逐步提高的世纪。教育的发展受社会所能提供的教育资源所制约,生产力的发展、人们生活水平的提高以及高等教育机会均等理论、人力资本理论的运用等对高等教育迅猛发展起到了重要的推动作用。当前,高等教育改革与发展有三个趋势：一是从数量增长到质量提高;二是从单一化价值追求到多元化分类发展;三是从求大求全到苦练内功——以教师发展为中心。可见,今后一段时间,高等教育发展的各项工作将围绕质量提高与保障而展开。
