| 摘 要： | ＂议行合一＂与＂三权分立＂是两种不同的政体组织原则,同时反映国体与政体两方面的性质。从权力的位阶视域考察,可以发现,两种原则下的分权对人民主权有着完全不同的政治诉求。正是在反映国体性质这一层面上,把两种类型的分权从根本上区别开来。国体不同,分权的性质、内容、特征也就存在根本差异。我国的政权建设,如果要借鉴＂三权分立＂的经验,应该着眼于从资产阶级治理权内部的分工层面,学习它某些成功的技术安排。

| Abstract: | The principles of ＂separation of powers＂ and the ＂integration of authorities＂ reflect not only the state system but the system of government.Based on the analysis of ranks of powers,we can find that the two methods of authority-decentralization pursue totally different destiny on popularsovereignty.It is in the sense of state system that the two methods are completely distinguished. |
