| Abstract: | Managing state affairs according to the principle of "Rule by law" and "Rule by Virtue" is the general plan in our socialist country. The two rules complement each other and promote each other. Not a single one of the two can be dispensed with. This important thought is the distillation for our Party's understanding of the law to build socialism with the Chinese Characteristics. To study it seriously and to implement it firmly have a great significance in our socialist construction. |
