| 摘 要： | 高等教育的发展在于高等教育制度创新，任何制度的建构及创新，都不是随意的，它受到教育的价值理念与价值取向的支配和制约。世界各发达国家在20世纪中后期经历了以高等教育大众化为价值取向的一系列高等教育制度创新，21世纪我国高等教育制度创新必须遵从以平等开放理念、大学自治理念、高等教育准市场化理念等为主的现代大学制度的价值取向，使我国各高等学校成为能适应社会发展需要的自主办学、自我发展、自我约束的办学主体。

| Abstract: | Higher educational development lies in its system innovation.However, it is not at random in the process of construction and innovation of any system, which is dominated and restricted by the idea and orientation of value.In the middle and the late 20th century, higher education in developed countries underwent a series of systematic innovation based on a popularized higher education orientation.In the 21st century, higher educational system in China must comply with the modern value orientation,such as the idea of open-up,of autonomy, of submarketing and so on,in order to adjust Chinese colleges and universities to the development of the society and form a teaching body of self-establishment, self-development and self-restriction. |
