| 摘 要： | 目前,我国农村公共产品的供给一方面存在总量不足、质量不高的问题,另一方面又有“过剩”的现象存在。其原因主要有:政府对农村公共产品的资金投入严重不足,不合理的农村公共产品供给决策机制等。因此,必须创新我国农村公共产品的供给模式:改革和完善保障农村公共产品供给的基本制度;发展多元化的供给主体;开发多元化的资金来源渠道;完善供给决策机制和农民需求表达机制。

| Abstract: | At present, in our country the supply of rural public products is insufficient and its quality is not high on the one hand; on the other hand it's "surplus". The main reasons are: The fund that the government invests for rural public products is quite insufficient; the policy-making mechanism of rural public products supply is unreasonable, and so on. Therefore, innovations of the supplying patterns of rural public products in our country must be made: reforming and consummating the basic system to safeguard the supply of rural public products; developing multiple suppliers; developing multiple channels of capital sources; perfecting the supplying policy-making mechanism and farmers' demand-expressing mechanism. |
