| 摘 要： | 创新型国家建设有赖于国家创新体系以及科技自主创新能力的支撑,大学作为国家创新体系的重要组成部分而责无旁贷.当前,我国大学科技自主创新能力薄弱、科技成果转化率低等问题,源于大学科技发展存在政策性障碍,特别是面对国家新的科技战略需求,现有的大学科技政策的缺失和不完善愈加明显.故建议转变政府管理大学科技活动的机制和方式,通过政策调节大学科技创新活动.
