| 摘 要： | 促进大学发展，提高办学水平是中国高等教育改革的主要目标。自主性是大学发展的本性，政府和社会必须给予大学确定自己的行动路线的自由和自主办学的权力，并通过制度创新，确保这种自由和权力落到实处。但我国具有外控制度的传统，要完成由外控制度向自主制度的转换，有许多工作要做。

| Abstract: | A main goal of China's higher education reform is promoting the development of universities and improving their quality. Autonomy, as a key to universities' development, should be facilitated by the government and society at large and institutionalized through the innovation of the system. In light of the long tradition of external control in China, there is still a great deal to do in the transition from an external control system to an autonomous system. |
