| 摘 要： | 地方政府对中职的财政投入保障能力关系到中职免费政策能否顺利实施。本文从两个方面考察中职财政投入保障能力,一是地方财政对中职教育的总投入,包括中职财政投入总量及占GDP的比例、中职财政投入增长情况和负担情况;二是地方财政对中职教育的生均投入,包括中职生均预算内事业费及增长率、中职生均预算内经费及相对指数。然后运用因子分析法,得出各省中职财政投入保障能力的综合因子得分,以此判断各省中职财政投入保障综合能力的强弱情况,并对免费后中职教育地方财政提出了若干要求。
