| 摘 要： | 德国在半个世纪以来的改革和发展过程中出台了一系列旨在促进基础教育均衡发展的政策。这些政策包括:实行全面免费的基础教育,合理规划学校布局,尊重父母的择校权;加大教育投入,均衡配置教育资源,扶助弱势群体;确立国家教育标准,统一教师教育标准,实施全面的教育监测。这些政策有助于促进教育起点、教育过程和教育结果层面的教育公平与均衡发展,对我国也具有重要的参考价值。

| Abstract: | During the process of reform and development in the past 50 years,Germany has carried out a series of policies,established and improved a number of institutions to promote the balanced development of education.In the phase of basic education,such policies and institutions include: Implementing free basic education,rational planning school development and distribution,giving parents the right to choose schools,increasing expenditures for education,balanced allocating educational resources,promoting disadvantaged groups,establishing national education standards,unifying the standards for teacher education,and carrying out systematic monitoring of education.Such measures will respectively promote the educational equality and the balanced development at the level of the educational starting points,processes and outcomes.They have important reference value for China. |
