| 摘 要： | 土地问题是农民问题的核心,它直接关系到我国经济发展、社会稳定以及全面建设小康社会的大局。近年来土地资源使用的失控,以及失地农民"种地无田、就业无岗、社保无份、创业无钱"的问题所引发的种种争议,已成为社会的热点问题,并引起了各界的关注。在这一社会背景下,应坚持以人为本的理念,在法律政策制度方面作出积极的调整。
