| 摘 要： | 高等教育普及化是一种国家前途和命运的警示。中国高等教育普及化的远景目标建立在四个理由之上:世界高等教育发展的潮流、中国教育发展的必然趋势、知识经济发展的内在呼唤和全体国民应尽的教育义务。而学龄人口的递减、市场经济的牵引、教育利益的驱动和国家政策的支撑是实现中国高等教育普及化目标的基本条件。另外,建立高等教育普及化的预警机制,机构调整是先导,增加投入是关键,扩大开放是保障,提高质量是核心。

| Abstract: | universalization of higher education is one kind of warning to the national future and destiny.The prospect goal of Chinese higher education universalization bases on four reasons:the world trends in the development of higher education,the inevitable trend of Chinese educational development,the intrinsic call from the development of knowledge-based economy and the educational obligation to all citizens.The declination of school-age population,the traction of the market economy,the driver of educational interests and the support of national policies are real conditions of realizing Chinese higher education to be universal.To establish coping mechanisms for universal higher education,it is leading to reconstruct institutions,it is the key to increase input,it is the protection to open wider to the outside and it is the core to improve the quality. |
