| 摘 要： | 广东省委、省政府依据资源环境承载能力、现有开发密度和发展潜力,将位于北部山区的韶关、河源、梅州三市列为生态发展区。它们的主体功能是生态保障,绩效评价实行生态保护优先的原则。但这不等于放弃发展,也不等于不发展工业。因此,该区域内必须进一步细化生态保护区与工业发展区,并重新规划设计该区工业体系。调整产业结构、发展低碳循环经济、推进工业园区升级改造、加强制度创新应是生态发展区工业发展的基本路径。

| Abstract: | According to the resources and recovery capabilities of environment, current developed density and developing potential, the northern mountain cities as Shaoguan, Heyuan and Meizhou are identified as the ecological development zones of Guangdong Province by the provincial Party committee and the government. The main role they should play will be the ecological supporting function, and the local governments＇ performances should be ac- cessed by a principle giving priority to ecological protection. However it doesn＇ t mean giving up development as well as abandoning industries for the above areas. Thus it must be classified further into the ecological protection and industrial developing districts respectively within the area. To plan and design again their industrial systems, i. e. adjusting the structure, developing the low carbon economy and recycling industries, pursuing the industrial zones updated and enhancing the system innovation, the above these should be the basic options of ecological devel- opment zones to develop their industries. |
