| Abstract: | Ruling the state by law and establishing the socialist state of the rule of law, we should have a general acknowledgement of their connotations, principles and characters. At the same time, we should also be fully aware that the key to realization of the rule by law is administration by law and the norms which the party in power must obey in rule by law. |
