| 摘 要： | 城市基层政府管理与社区自治的良性互动,是社会稳定转型、社会和谐发展与发展基层民主的必然要求。当前我国城市基层政府管理与社区居民自治互动中存在的问题主要有:两者之间关系未理顺,城市基层政府的"越位""缺位",社区居民自治组织对城市基层政府的严重依赖等。上述问题产生的根源,究其实质是政府权威治理模式与社会非权威治理模式之间协同与配合的不足。实现城市基层政府管理与社区居民自治之间良性互动的有效路径包括:理清两者之间的关系,进一步规范和完善城市基层政府的行为,推进社区居民有序的自治参与,推动相关法律法规的修订与调整等。

| Abstract: | The positive interaction between urban grass-roots government and autonomous community is a necessary requirement for society stable transformation, society harmony development and grassroots democracy progress. The current problems of urban grass-roots government administration and community resident autonomy including not to straighten out the relationship between the two bodies, urban grassroots government is ＂offside＂ or ＂absence＂, community autonomous organizations rely heavily on the city government and so on. The root causes of these problems that are insufficient coordination between government authority governance model and non-authoritative society governance model. Effective path to achieve positive interaction includes clarifying the relationship of the two organs, further standardizing and improveing the behavior of urban grass-roots government, promoting relevant laws and regulations amendments and adjustments etc. |
