| 摘 要： | 执行难的深层次原因在于社会信用制度的严重缺失,被执行人、法院和政府信用缺失是导致执行难的主要原因；民事强制执行是维护社会信用体系的强有力的保障,构建完备的社会信用体系是解决民事强制执行难问题的治本之策；当前必须系统的解决执行中各方主体的信用问题,以被执行人、政府、法院三大主体的信用建设为出发点构建完备的社会信用体系。

| Abstract: | The deep reason for the difficulty of enforcement comes from the serious lack of social credit system. The main reason for the difficulty of enforcement is the credit lack of the debtor,courts and governments. Civil case enforcement is a strong and sound protection for the construction of social credit system. It is a essential way of construcing a perfect social credit system to solve the difficulty of enforcement. At present, the trust problem of each entity should be solved systematically, and a perfect social trust system should be constructed among the debtor, courts and governments. |
