| 摘 要： | 毕节试验区改革开放、先行先试的政策已经实施了25年,但就其发展历程而言,仍然受到当地保守思想的牵制和阻碍.党的十八大明确指出：“政治体制改革是我国全面改革的重要组成部分.”1]这是《国务院关于同意深入推进毕节试验区改革发展规划的函》和《深入推进毕节试验区改革发展规划2013-2020》出台的关于毕节试验区政治体制改革的根本依据.毕节试验区行政体制改革同样是推动上层建筑适应经济基础的必然选择,是政治体制改革适应经济基础发展的过程,是推动上层建筑适应经济基础的必然要求,也是毕节试验区全面改革发展的重要组成部分.

| Abstract: | Bijie experimental region for 25 years in the course of development, reform and opening up pol- icy has been practiced for 25 years, but in terms of its development process, both of which need to be further ef- fectively promote the implementation because it is always subject to local conservative ideas containment and obstacles. Chinese Communist in 18th Party National Congress clear that comprehensive reform of our political system is an important part. Therefore, Bijie experimental is also to promote ad- ministrative reform to adapt to the economic base of the superstructure inevitable choice is to adapt to the eco- nomic basis for the development of political reform is a process, but also to promote the superstructure neces- sary requirement to adapt to the economic base, it is a comprehensive reform pilot area Bijie an important part of the development. |
