高校院级科研设备开放共享收费体系及管理研究

摘    要:该文以土资学院建设院级设备共享服务平台为契机,对设备共享使用的收费标准、收取方式,以及使用管理等进行了探索研究。提出建立基于设备购置成本与使用年限折旧相结合的收费标准,并采取对内以比例预存和信用额度相结合,定期划转结算为主,以及对外实时结算为主的收费方式;同时还对设备使用收费的支出管理等提出了初步方案,为建立院级科研设备共享服务平台,全面实行科研设备开放共享提供了有力支持和重要保障。

Abstract:By taking the opportunity of building college-level equipment sharing service platform in Civil and Resource Engineering College, this paper explores and studies the charging standards, charging methods and utilization management of the use and sharing of equipment. It is proposed to establish a charging standard based on the depreciation of equipment purchase cost and service life, and to adopt a charging method that combines internal proportional deposit with credit line, regular transfer settlement and external real-time settlement. At the same time, this paper also puts forward some preliminary plans for the expenditure management of equipment utilization fees, which provides strong support and important guarantee for the establishment of a service platform for sharing of scientific research equipment at the college level and the full implementation of the opening and sharing of such equipment.
