| Abstract: | It is a well-considered issue of founding Beipuwan University on the basis of Qinzhou University.The paper suggests that there is a must to think about the necessity of founding it on the aspects of country's development strategy,the feasibility of founding it at the attitude of scientific research,and to construct and carry on the project of founding it on the dialectical and materialistic perspectives. |
