| 摘 要： | 内外因辩证关系的原理是法治与德治相结合的哲学依据。对一个国家的治理来说，法治是外因，德治是内因。二者相辅相成、相互促进。德治既属于精神文明。又属于政治文明。由于在事物发展过程中内因是第一位原因。外因是第二位原因，因此我国社会主义政治文明发展趋向应是法德并举、以德为重。
