| 摘 要： | 美国的校园贷市场相对比较成熟,由美国消费者金融保护署(CFPB)实施的金融监管与风险防控也相对完善,主要开展校园贷教育服务,处罚校园贷机构违规行为,建立校园贷投诉处理机制,开展校园贷市场监测研究等。中国可以借鉴美国做法,构建中国特色的综合监管主体,建立规则统一的监管制度体系,完善借贷双方风险监控机制,有效保护借贷双方权益,促进校园贷健康发展。

| Abstract: | The campus credit market in America is relatively mature,and the financial supervision and risk control and prevention implemented by the CFPB is also relatively perfect,with a focus on developing education services of campus credit,punishing illegal behaviors of campus credit institutions,establishing mechanism to handle complaints against campus credit and carrying out researches into monitoring campus loan markets.This paper presents some corresponding suggestions,such as learning from the practice of America,constructing a comprehensive regulatory body with Chinese characteristics,establishing a regular and unified supervision system,and improving the risk monitoring mechanism for both borrowers and lenders,hoping to effectively protect the lenders’and borrowers’rights and interests and promote the healthy development of campus loans. |
