| 摘 要： | 随着我国社会经济的快速发展,在现行的基本医疗保障体系下不断出现一些问题与矛盾.医疗保险是我国社会保障体系的重要构成部分.它直接关系到全体国民的医疗健康问题.文章对新农合与城镇医保制度在实施过程中出现新问题做出研究.通过对新农合与城镇居民基本医疗保险两种制度并轨的可行性和目前部分地区并轨试点现状的分析基础上,提出并轨新型农村合作医疗和城镇居民医疗保险两种制度的一些个人建议.

| Abstract: | With the rapid development of our social economy, some problems and contradictions have continually arisen underthe current basic medical insurance system. The medical security is an important part of the social security system in China,which is directly related to health problems of people in our country. The essay presents a study of the new issues emergingduring the implementation of the nation＇s medical security system, probes into the possibility of integration between New RuralCooperative Medical System （NRCMS）and Urban Residents＇ Basic Medical Insurance System （URBMIS）, and finally comesup with some suggestions on the integration of two systems. |
