摘    要:中国电信学院依托"放飞天翼"项目,以柯氏培训评估层次模型为理论基础,对员工能力提升与绩效提升之间的相关性进行研究,运用数理统计工具对能力与绩效之间的联动关系进行定量分析,在此基础上构建效能联动模型。效能联动模型突破了传统评估模型仅关注培训课本身的局限,开始全面关注培训后对员工的综合能力和实际绩效的提升;突破了传统能力评估模型只能定性评估的局限,通过简单易行的量化能力评估及分析量表,实现完全的量化评估;突破了能力、绩效指标评估复杂、难操作的局限,通过对能力、绩效指标的标准化,进一步提升评估的可行性和可移植性;突破了能力指标与绩效指标彼此割裂的局限,通过对能力提升与绩效提升相关性的分析,寻找出培训和能力发展之间的偏差,具有较强的纠偏功能,探索一种全新的效能联动闭环管理模式。

Abstract:Based on the Kirkpatrick Model, China Telecom College did a research on the correlation between employees' capacity building and performance improvement, and constructed the linkage model between the capacity and performance (LMBCP) by quantitatively analyzing the linkage of capacity and performance with Mathematical Statistics tools. Unlike traditional evaluation models, the LMBCP model pays a holistic attention to the trainees' comprehensive competence and actual performance rather than the training course itself; through easy analytical scale, it realizes total quantitative assessment instead of being limited to qualitative assessment; instead of being limited to complicated, impracticable evaluation index, through standardization of capacity and performance evaluation index, it becomes more feasible and transplantable; instead of being limited to the separation of capacity index and performance index, through analysis of the correlation of capacity and performance, it can detect the discrepancy between their advancement, and help eliminate it, so as to achieve a capacity-performance correlative closed management mode.
