| 摘 要： | 近年来，随着住房公积金的业务量和资金量不断增大，利用住房公积金制度与管理上的漏洞和缺陷，动手脚、谋私利以致走上犯罪道路的屡见不鲜。据统计，全国住房公积金中各种违规项目和贷款高达上百亿元。巨额资金如此轻易地被非法动用，原因是多方面的，其中内部控制的基础要素——控制环境的不完善是一个重要因素。

| Abstract: | In recent years, with the unceasingly increase of the business quantity and the funds quantity of the housing accumulation funds, the phenomenon to make use of the housing accumulation fund system and management blemish to strive for private interest even to embark on the road of crime is very common. According to the statistics, the illegal loan in the national housing accumulation fund item is up to 100 million. The reasons to easily use illegally a huge sum of funds are various, among them, the imperfect internal control environment is an important factor. |
