| 摘 要： | 政府对人民的诚信,必须依靠完备的法制维系。近年来,由于我国国家考试制度的不完善和立法构架上的欠缺,政府的公信力颇受争议。若要从根本上走出目前国家考试制度所面临的公信力危机,就必须尽快制定《国家教育考试法》,从国家考试管理者而不是参与者的角度,系统完善国家教育考试制度,以重塑政府公信力。

| Abstract: | The government's credibility to its people relies an a sound legal system. In the recent years, due to the incomplete national testing system and the shortcomings in the legal framework, the public confidence in the governments of our country has been strongly disputed. In order to get out of the public confidence crisis in the national educational testing system, it is necessary to enact the National Educational Testing Law as soon as possible, so that the national educational testing system can be improved from the perspective of national testing administrators rather than testing participators, and finally restore the public confidence in our governments. |
