| 摘 要： | 如何加强对权力的监督和制约始终是摆在发展中国家面前的一个重大难题，尤其是对正迈向现代化的我国而言，从某种意义上来说，能否有效地监督和制约权力，直接关系到我国现代化事业的成败。如何实现毛泽东同志提出的“让人民来监督政府”的主张，需要创新群众监督政府的方式，在当今互联网时代，这种方式就是网络舆论监督。依据我国网络舆论监督目前存在的突出问题，全面分析了导致这些问题出现的原因，提出从加强体制内监督力量的结合等方面来优化网络舆论监督。

| Abstract: | How to effectively strengthen supervising and restricting the power of is an important and difficult problem which has always been confronting people of the developing countries, especially for China on the way to achieve modernization. In a sense, whether people can effectively supervise and restrain the power to prevent the spread of corruption will directly determine the success or failure of the country＇s modernization. To realize the idea of letting the people to supervise the government put forward by Mao Zedong, it needs to innovate the way of people monitoring the government, and now in the age of the Internet, this way is network public opinion. This article first expatiates on outstanding problems of the network public opinion, comprehensively analyzes the causes of these problems and puts forward suggestions to strengthen the combination with official supervision power and so on to optimize the network public opinion. |
