| 摘 要： | 在行政立法后评估体系的构建中，评估主体模式作为评估体系的一个关键构成要素，决定了评估结果的科学性、公正性和客观性，能够真实地反映行政立法的效果。为了完善我国行政立法，有效推动我国行政立法后评估制度的发展。应当有步骤、分阶段建立起我国行政立法后评估的主体模式。

| Abstract: | In constructing the post-administrative legislation evaluation system, the major conductor of evaluation, as a key ingredient of the whole system, determines whether the evaluation results are scientific, just and objective which can reflect the true effect of administrative legislation. Hence, in order to improve the administrative legislation and develop the post-administrative legislation evaluation system in China, it is significant to establish an effective major evaluation conducting mode in a systematic and phased way. |
